On the 18th and 19th of September 2025, representatives of the Voice of the Plantation People Organization (VOPP) carried out a two-day field visit to the Kalutara District. The visit focused on meeting Malaiyaha (Plantation) Tamil communities and holding discussions with government officials about the major challenges affecting their lives.
During the visit, VOPP representatives met with the Matugama Divisional Secretary, Zonal Director of Education – Matugama, Management Services Officer of the Dodangoda Divisional Secretariat, Administrative Officers of the Agalawatta and Palindanuwara Divisional Secretariats, and the Management Services Officer of the Bulathsinhala Divisional Secretariat.
Several urgent issues were raised at these discussions, including:

The shortage of teachers for critical subjects such as Mathematics and Science in Tamil-medium schools in plantation areas,

The need for a 1AB school to provide access to Advanced Level education,

Concerns over the selection process of beneficiaries under the ongoing Indian Housing Project,
-
The lack of legal documentation for 7-perch land plots granted to some Malaiyaha families since 1994,
-
Shortages in basic infrastructure that directly impact daily life in estates.
The field visit and discussions were attended by VOPP Executive Director Anthony Jesudasan, Program Director Lavina Hasanthi, National Project Coordinator Francis Rajan, Field Manager Anton Wanathtaiya, District Coordinator K. Yogasuji, Teacher Advisor Nandagowri, and representatives of the VOPP District Operations Committee.
As a national-level organization, VOPP is dedicated to addressing the social, economic, cultural, and educational challenges of the Malaiyaha community in the Southern districts of Galle, Matara, and Kalutara. Through research, advocacy, and collaboration with state institutions, the organization works to seek practical solutions for long-standing issues.
VOPP Executive Director Anthony Jesudasan emphasized that the organization will continue to act as a bridge between government institutions and the people, ensuring that the concerns raised during this field visit are followed up with constructive actions and solutions.
වතුකරයේ ජනතා හඬ සංවිධානයේ නියෝජිතයින් 2025 සැප්තැම්බර් 18 සහ 19 යන දිනවල කළුතර දිස්ත්රික්කයේ ක්ෂේත්ර චාරිකාවක නිරත වූ අතර එහිදී වතුකරයේ මලෛයහම් ජනතාවට බලපාන අරගල සහ ගැටළු පිළිබඳව ප්රාදේශීය රාජ්ය ආයතන නියෝජිතයින් සමඟ විශේෂ සාකච්ඡා සිදු කරන ලදී.
මෙම අවස්ථාවෙදී මතුගම ප්රාදේශීය ලේකම්, මතුගම කලාප අධ්යාපන අධ්යක්ෂ, දොඩන්ගොඩ ප්රාදේශීය ලේකම් කාර්යාල කළමනාකරණ සේවා නිලධාරී, අගලවත්ත ප්රාදේශීය ලේකම් කාර්යාල පරිපාලන නිලධාරී, පාලින්දනුවර ප්රාදේශීය ලේකම් කාර්යාල පරිපාලන නිලධාරී සහ බුලත්සිංහල ප්රාදේශීය ලේකම් කාර්යාල කළමනාකරණ සේවා නිලධාරී යන මහත්ම මහත්මියන් සමඟ පැවැති සාකච්ඡා තුළ ගැටළු කිහිපයක් ඉදිරිපත් කරන ලදී.
ඉන් ප්රධාන ගැටළු වශයෙන්,
- වතු ආශ්රිත ප්රදේශවල දෙමළ පාසල්වල ගණිතය සහ විද්යාව ඇතුළු වැදගත් විෂයයන් සඳහා ගුරුවරුන්ගේ දැඩි හිඟය,
- උසස් පෙළ අධ්යාපනය සඳහා 1AB පාසලක් අවශ්යතාවය,
- දැනට ක්රියාත්මක වන ඉන්දියානු නිවාස ව්යාපෘතියේ ප්රතිලාභීන් තේරීමේ ගැටලු,
- 1994 න් පසු මලෛයහම් ජනතාවගෙන් සීමිත පිරිසකට ලබාදුන් පර්චස් 7ක ඉඩම්වලට අදටත් ඔප්පු නිකුත් නොකිරීම,
- වතුකරයේ මූලික පහසුකම් හිඟය හා දෛනික ජීවිතයට බලපාන ගැටළු,
ඇතුළු කර සාකච්ඡා කරන ලදී.
මෙම ක්ෂේත්ර චාරිකාවට සහ සාකච්ඡා සඳහා වතුකරයේ ජනතා හඬ සංවිධානයේ විධායක අධ්යක්ෂ ඇන්ටනි ජේසුදාසන්, වැඩසටහන් අධ්යක්ෂිකා ලවීනා හසන්ති, ජාතික ව්යාපෘති සම්බන්ධීකාරක ෆ්රැන්සිස් රාජන්, ක්ෂේත්ර කළමනාකරු ඇන්ටන් වනත්තයියා, දිස්ත්රික් සම්බන්ධීකාරක කේ. යෝගසුජි, ගුරු උපදේශක නන්දගෞරි සහ VOPP දිස්ත්රික් මෙහෙයුම් කමිටුවේ නියෝජිතයින් සහභාගි වූහ.
වතුකරයේ ජනතා හඬ සංවිධානය, දකුණු දිස්ත්රික්කවල (ගාල්ල, මාතර, කළුතර) මලෛයහම් ජනතාවගේ සමාජ, ආර්ථික, සංස්කෘතික හා අධ්යාපන ගැටළු පිළිබඳ පර්යේෂණ, නීතිමය සහ ප්රායෝගික මට්ටමින් ක්රියාදාම ගෙන ඒම සහ රාජ්ය ආයතන සමඟ ගැටළු නිරාකරණයට උත්සාහ දක්වමින් ක්රියා කරන එකම ජාතික සංවිධානයකි.
ඉදිරි දිනවලදී මෙම සාකච්ඡාවලදී ඉදිරිපත් කළ ගැටළු සඳහා ගැලපෙන විසඳුම් සොයා ගැනීමේදී ප්රාදේශීය ආයතන හා ජනතාව අතර මධ්යස්ථ භූමිකාවක් භාර ගැනීමටත් VOPP දිගටම කැපවීමේ බවද විධායක අධ්යක්ෂ ඇන්ටනි ජේසුදාසන් මහතා අවධාරණය කළහ.
பெருந்தோட்டத்துறை மக்கள் குரல் அமைப்பின் (Voice of the Plantation People – VOPP) பிரதிநிதிகள் 2025 செப்டெம்பர் 18 மற்றும் 19 ஆம் திகதிகளில் களுத்துறை மாவட்டத்திற்கு இருநாள் கள விஜயம் மேற்கொண்டனர். இதன்போது , மத்துகமை பிரதேச செயலாளர், மத்துகமை வலயக் கல்விப் பணிப்பாளர், தொடன்கொட பிரதேச செயலகத்தின் முகாமைத்துவ சேவை அதிகாரி, அகலவத்தை பிரதேச செயலகத்தின் நிர்வாக அதிகாரி, பாலிந்தநுவர பிரதேச செயலகத்தின் நிர்வாக அதிகாரி மற்றும் புளத்சிங்கள பிரதேச செயலகத்தின் முகாமைத்துவ சேவை அதிகாரி ஆகிய அரச அதிகாரிகளை சந்தித்து கலந்துரையாடினர்.
கலந்துரையாடல்களில், பின்வரும் முக்கிய பிரச்சினைகள் தொடர்பாக கவனம் செலுத்தப்பட்டன.
* மலையகத் தமிழ் பாடசாலைகளில் காணப்படும் குறைப்பாடுகள், குறிப்பாக கணிதம் மற்றும் விஞ்ஞானப் பாட ஆசிரியர்களின் பற்றாக்குறை.
* உயர்தரத்தில் (A/L) கணிதம் மற்றும் விஞ்ஞானம் போன்ற பாடங்களை தேர்வு செய்ய மாணவர்களுக்கு 1AB வகை பாடசாலையின் அவசியம்.
* தற்போது முன்னெடுக்கப்படும் இந்திய வீட்டு திட்டத்தில் பயனாளிகளைத் தேர்ந்தெடுக்கும் நடைமுறை தொடர்பான சவால்கள்.
* 1994 ஆம் ஆண்டிற்கு பின் சில மலையகக் குடும்பங்களுக்கு வழங்கப்பட்ட 7 பர்ச்சஸ் காணிகளுக்கான உறுதிகள் இதுவரை வழங்கப்படாமை.
* தோட்டப்பகுதிகளில் அடிப்படை வசதிகளின் பற்றாக்குறை மற்றும் அன்றாட வாழ்க்கையை பாதிக்கும் நிலைமைகள்.
இந்த விஜயத்தில் பெருந்தோட்டத்துறை மக்கள் குரல் அமைப்பின் நிறைவேற்று இயக்குநர் அன்டனி ஜேசுதாஸன், திட்ட இயக்குநர் லவீனா ஹஸந்தி, தேசிய திட்ட இணைப்பாளர் பிரான்சிஸ் ராஜன், கள முகாமையாளர் அன்டன் வனத்தையா, மாவட்ட இணைப்பாளர் க. யோகசுஜி, ஆசிரியர் ஆலோசகரும் VOPP மாவட்ட செயற்குழுத் தலைவருமான நந்தகௌரி ஆகியோர் கலந்துகொண்டனர்.
இவ்வாறு மேற்கொள்ளப்பட்ட இந்த கள விஜயம் மற்றும் கலந்துரையாடல்கள் மூலம், களுத்துறை மாவட்ட மலையக மக்கள் எதிர்நோக்கும் கல்வி, வீட்டு வசதி, காணி உரிமை மற்றும் அடிப்படை வசதிகள் தொடர்பான பிரச்சினைகள்அரசின் கவனத்திற்கு கொண்டுவரப்பட்டன.
